The Hilton site clearly says under Family Suite "Does not include Exclusive Lounge Access". I would imagine they meant Executive Lounge Access. In theory that would mean that if you are not upgraded to a higher suite as gold then you would not have access.
Not so sure about waiting to book, I don't usually track prices that well, I book when I need/am ready to book. You could do your own research by looking at dates for an earlier month. Bangkok hotels are relatively cheap anyway so the lack of a Corporate Code is not a big loss.
