Indeed, it's not her fault, and this is a common situation.
But it is absolutely her choice to book this in a way which means that the boys have to be on a separate booking: she pays her money etc etc.
The two things that are certain is that it is not BA's fault, and it is against neither the letter nor the spirit of BAEC benefits - all passengers on the same booking do get the benefits, but she is deliberately choosing to put two passengers on a separate booking.
