Absolutely this is the answer. The second receptionist shouldn't "call" a new line. The second receptionist should
escort the next person in the original line. Then, subsequent customers can pick between the two lines as if they were both there to begin with.
Absent this attention to logistical detail on the part of the receptionists, I'd say it's anything goes.
