New HND access by JR East projected

Ever since the idea of JR East planning was mentioned on the press more than five years ago, JR East has always talked abut part to be subsidized by Tokyo Metropolitan government and Japanese government where both of them are showing enthusiastic support for JR East's plan for Haneda route but both of them were never enthusiastic about using public money to subsidize JR East's Haneda plan. The new track will be not that long, from Haneda Airport to reach Rinkai Line. However, Haneda Station has to be located way deeper than current monoral and Keikyu Haneda station. Survey for proposed route has not started, but they have general idea of geological feature of underground of proposed area because they are all reclaimed land and it is not an ideal for digging underground tunnel. It is projected to be very expensive engineering project. JR East is asking for government subsidiary because they know it is not feasible to spend that much money to build that much distance of new track. If no subsidiary then worce case sinario is that JR East has to set fare on Haneda Access line very high to recuperate the cost of building Haneda Access line.

Another idea on the table, Kamata-Kamata Line (or called Kama-Kama Line) very short line to connect Kaikyu Kamata station and Tokyu Kamata station to gain access to Shibuya and Shinjuku from Haneda. Problem with this idea is that the rail gauge of Keikyu is 1435 mm and the rail gauge of Tokyu is 1067 mm. It will require major work on one of the rail company to adjust the gauge to make this plan work.
