JR has commissioned an EIA for a heavy rail line to HND that would run straight south from Tennozu Isle to the domestic terminal complex (right through the big freight terminal complex visible from the Tokyo Monorail), with through links to the Ueno-Tokyo Line, Saikyo Line and Rinkai Line. Tokyo Station would be reachable in 18 minutes, Shinjuku in 23 minutes, and there could also be NEX-like service to/from Saitama, western Tokyo, northern Chiba and Ibaraki. It would cost about $3 billion to build, so JR is trying to squeeze subsidies out of the national and metropolitan governments.
