If this was in tokyo or paris and he had paid 300 euro per night, I would understand...but he's in small town in northern Italy in the middle of the mountains, and I'm sure he didn't pay very much for it.
I see nothing wrong from this hotel apart from it being a bit old...but I'm sure the property doesn't get enough guests per year to justify a full rennovation.

OP thinks to have the right to post what he wants, since he’s a paying guest at an hotel that doesn’t meet at all his expectations

OP thinks that “clean” and “functioning” is something not to consider as benefits in a 4 stars hotel
OP thinks also if on the benefits of his privilege room there is “free mini bar” it means to find something more than 1 bottled water and 1 wafer pack. “Functioning mini bar”, as above, is not something he considers a benefit
OP thinks is not enaught to have a shower directly on bathroom floor at a 4 stars hotel (someone else could think that to have a functioning shower is enaught, but not the OP)

OP thinks that if some people likes this hotel they are free to spend their holidays or weekends here.
To finish, OP thinks each Mercure must meet a standard as 4 stars hotel, not only a standard by the brand. and definitely this hotel don’t meet both
