Mercure is not a fully standardized brand like Novotel, but there are clearly some standards to follow. Mercure is certainly not what you describe, but of course there are some bad ones as with every hotel chain. I have stayed in many very nice Mercure hotels and they usually are good value for money. With some exceptions of course, I prefer staying at Mercure than Novotel.
