Right. All UA fares are eligible for miles + copay upgrades except for those clearly marketed as "basic economy" or "no changes," none of which currently exist on TPAC flights. So you should be good.
And, yes, my reasoning is exactly the same as
findark's. The best rule for UA IT is to keep things simple.
