The "upon request" language has been in there a while (definitely the entire time World of Hyatt has been around, and I think longer).

You're reading "day of departure" as modifying the request, but that's not a normal/natural reading. The rule is saying that you get 4 p.m. checkout on the day of your departure. Obviously that's a little redundant (you wouldn't check out any other day) but it's not saying you have to request the day of. (To be fair, it's not saying you are entitled to request at check-in either.)
