Fee for late checkout?

Is a property allowed to charge an Explorist/Globalist a fee for 2PM/4pm checkout?
We were quoted a fee for late checkout recently. It seemed to me that if they are willing to accept payment for a late checkout, then the late checkout should be available for free with status. So my husband went back to the front desk to push back on it, and the late checkout was granted without charge. But it surprised me that he even had to go to that trouble.
