The DOT has mandated on-time/cancellation/oversold/baggage handling data reporting by smaller operating carriers. If you check a few recent monthly DOT Air Travel Consumer Reports you will see - quite emphatically - that Envoy is not the cream of the express carrier corp. It is measurably inferior to SkyWest.
