Does BNE have a direct airside international-to-international transit route? If so, then people in the airside departures stream will be a mixture of those who have cleared outbound Australian immigration and who could return to landside, and international arrivals who have not cleared inbound Australian immigration and may not be eligible to enter Australia at all.
