If you define "shenanigans" as UA selling F seats, including purchased upgrades at check-in, that statement is accurate. Otherwise, it's not.
AS, unlike UA, has not yet figured out how to monetize the F cabin. Nonetheless, if you were based at SEA, ANC, or PDX, you would likely have a similarly crappy upgrade percentage on AS.
