You seem to be getting two different things confused:

1. There's the question of what adds to your N/24 count, and Chase business cards do not, nor do business cards from most other banks (Cap One and Discover being the main exceptions). Chase evaluates 5/24 by looking at your credit for (open or closed) cards that were opened in the past 24 months. Most business cards don't show up on credit report card lists. And Chase doesn't seem to use it's own systems, it only uses your credit report for 5/24 evaluation.

2. But then there's the totally separate question of which cards require being less than 5/24 when applying (known as "being subject to" 5/24), and all Chase UR business cards are subject to 5/24, some partner business cards may not be (but that may be slowly changing, we're not sure).
