That's essentially correct, but some properties go above and beyond. At the Cairo Renaissance, for instance, PPE's can have breakfast in either the lounge or the restaurant. At the Renaissance Istanbul Bosphorus, breakfast was available for PPE's at the restaurant only, as the lounge did not serve breakfast. That was in addition to the welcome amenity.
