In the UK most airlines offer these types of fares. They are very cheap (relatively speaking) and therefore very restricted. BA's World Offers fares (V class I think) cannot be changed, exchanged, upgraded, credited against other fares or refunded under any circumstances. An Edinburgh to LHR full fare return (single class service) is around GBP300. A restricted "V" class ticket would cost around GBP80. The choice of flights are limited and the fare is aimed at the leisure market rather than business.
