The PHV has some really really tight rooms and some pitiful "suites" even for Paris. I would follow Mike's lead and ask at the desk, depending on level of status you might be more fruitful.
Yes. The 'servants' would be in the higher rooms so the guests wouldn't have to walk up so many stairs. Yet I imagine many potential guests ask for a high floor room!
