Yes, usually. You want to see something like "CHANGES PERMITTED" and "CANCELLATIONS PERMITTED" in the fare rules, but a good rule of thumb is that domestically a "flexible" ticket is also changeable and refundable. Also, domestically only, a fare is refundable/changeable when its basis ends in Y (only exceptions are FUA/JUA/YUA which are refundable).
