Neither basic nor main cabin includes a fee bag. But fortunately 1 ski bag and 1 boot bag counts as a single item, so you only have to buy 1 bag. I've never been hassled about exceeding 50 lbs (combined) or putting clothing and other things in both bags, but YMMV.
