That's pretty much what I do but lots of older folks don't and will, therefore, take coats, which some think is unusual. Expecting otherwise is unrealistic.
At some level of cold, it is actually dangerous, and not just for the elderly. Let them wear their coats and deal with the mild inconvenience.
