Others have noted the variation, but the GAs should be able to account for that. If there are more than, say, 8 1Ks on the flight (or pick some percentage of capacity) then ask 1Ks to line up in group 1. If fewer, then do it as they do now, with the scrum, which wouldn't be too big.
