It appears that the property hasn't loaded rates for 2020. That astronomical rate is probably the default one in the system. The rate is the same for January 1 through January 18, 2020, which (I think) is the furthest out that can be booked right now.
As for who should catch this sort of thing, it theoretically should be the Reservations or Revenue Manager at the property. I'm sure their revenue management software creates some sort of exceptions report. That's what the several different software products I've used in the past did. Basically, it's a list of dates that may require human intervention. Someone at the property isn't doing their job.
