I know that JAL has a policy whereby a passenger flying in Economy can upgrade to Premium Economy at the airport prior to the flight. As an example flying from Narita to JFK and upgrading at the JAL Gate Desk at Narita. I believe the extra cost is $350. Has anyone been able to do this before and are the PE seats pretty much always available for upgrades?
