Just to be clear, the mandatory winter tire law does not apply to cars that are not registered in Quebec. (I am not saying it isn't a good idea to get them, but just that if you choose not to, you will not be breaking the law. Rental cars that you pick up in Quebec in the winter will have these tires.)
