A new CBP facility opened at San Diego last summer. You now collect your luggage before passing through immigration, which is quite unusual. There are plenty of Global Entry machines in the baggage hall, but no ordinary APC machines. When you clear immigration you are then told whether or not you need to have your baggage x-rayed by customs.
The chances of your arrival coinciding with any other international flights is pretty slim and so Baggage is usually delivered very promptly. CBP is also fairly efficient in this new facility, so I wouldn't be overly concerned.
