In the past, when I checked luggage through to TPE, the bags would be tagged at origin airport by the UA check-in agent with the typical UA *A priority bag tags. At some point (presumably in SFO and by BR staff), these *A priority bag tags would be removed and replaced with BR's F1 bag tags, which is the appropriate tag for RL.
However, on my last two times checking bags connecting to an SFO-TPE BR flight (since Fall '18), my checked bags have simply had the tags removed - and not replaced at all! So there has been no priority tag at all on my checked bags when they arrived in TPE, and so my checked bags came out on the carousel in TPE with no priority. So it's even worse than had they just left the original *A priority tags on. The first time this happened, I dismissed it as a a one-time screw-up or even the priority tag getting torn off, but it has now happened to multiple bags on two different itineraries.
So, has anyone else noticed this on their recent travels? Also, is there someone I should contact, specifically at SFO or at BR, to register a complaint in the hope that this gets rectified? It's a minor issue, but annoying that it seemed to work well before.
I also wonder if this is related to the ground handling switch to Pacific Aviation (although I was under the impression that below-the-wing was not changed).
It might be related to the PacAv switch. Although below-the-wing is not changed, the baggage room is still run by Pacific Aviation with Swissport loaders, meaning that the retagging of the bag is the responsibility of a PacAv employee. Definitely relay your concerns to BR so they can inform the SFO office.
