Your summary is correct, if they are on separate PNR they would not get luggage benefits. You could do a TCP and make a seating request via the Gold line and they should also, after recent updates, inherit your Group 1 boarding privs.
Note: You must be in the same cabin, so if the reason for separate PNRs is you want to travel in CE, you can't make a request for them in ET.
