The only exceptions to the above that I have encountered are as follows:
- If the 3:00 flight is running late (generally by 30+ minutes), the gate agent can put you on the earlier flight for free;
- If you are connecting to the 3:00 flight (b/c the connection time to the 1:00 flight was below the minimum for that airport) but manage to get to the 1:00 gate before it closes you may be able to talk the agent into letting you on the earlier flight. (Note that it has been many years since I was in this situation.)
