Indian nationals (I am not - this is for our student friend) can not obtain visa directly at High Commision in Malaysia while staying in Singapore. They
must use agencies. While Malaysian High Commision changes SGD $23 for visa itself, these agencies charge $40 and more for 'services' - just to take passport and photo to the High Commision.
