Sounds like a total farce and I feel for the OP. MUC is perfectly entitled to set a curfew but it is unreasonable in my opinion to withdraw a dispensation that has already been given.
I just landed in MUC from AMS on a delayed EW flight at around 23:55 CET. The captain had received dispensation for up to 00:15 before takeoff from AMS. The delay was due to overwhelmed de-icing in AMS and the stupid way it is done there at the stand before you taxi half way to Germany before takeoff. Anyway, the Captain did mention that further delays after pushback or enroute, could cause problems if his arrival would then be after 00:15. In this case, new dispensation would be required which is not guaranteed. The first eligible aircraft get it and then no more.
