That is how the large livery services Dial 7 and Camel Limo work, they tell you what number to be by. Still a madhouse of black cars but I'm usually able to find my ride.
Yellow Taxi (medallion) are not allowed to pick up here, they moved that to halfway down the skywalk by the NYC Transit buses.
