Definitely the Roosevelt. Honestly, neither is a great hotel, but the Roosevelt is much better. The Intercontinental is a dull box of a hotel. Everything about it — the building, the location, the rooms — is boring. The Roosevelt is a beautiful building in a decent location with good (but not great) rooms. The food and beverage offerings at the Roosevelt are much better too.
