This is the official line, however, there do appear to be some things that agents have been told to waive fees for. Booking an open-jaw 2-4-1 redemption for instance. The website simply has no option to do it so should fall into the first category and have a fee but I've always had agents proactively tell me there will be no fee because it's a BA.com problem.
