Hilton Waldorf Astoria vs. Conrad Waldorf Astoria Towers?

First, I hope I have the exact names right or people can at least figure out what I mean.

I'm trying to figure out the difference between the Hilton Waldorf Astoria vs. Conrad Waldorf Astoria Towers? I last stayed there before they were split. Part of what is confusing me is that the Hilton WA seems to list executive and conceirage rooms (which seem to include Towers Lounge access) while the Conrad WAT does not seem to list any rates including Towers Lounge access. Or do all the rates at the Conrad WAT include Towers Lounge access?

BTW, does anyone remember what floor the Towers Lounge is on? 27? 28?

Thanks for any light you can shed on this before I decide which to stay at.
