The 757 refurbishments, 767-300ER international and all 319/320s got pivot bins. The 739s and 321s are being delivered with pivot bins.
On a flight without pivot bins it's definitely more like 10-30. 30 may be high end, but definitely more than 5.
I don't really believe the A320s count as having "full size" pivot bins. They don't fit bags on their side. Flight attendants proactively tell people to ignore the instructions. Maybe they fit a soft-sided "textbook carry-on" according to the size rules, but no one's bags really fit in practice.
With pivot bins I agree - it makes a big difference - sometimes no one has to gate check at all.
I've had to gate check a bag when boarding with Zone 1 before. Admittedly that's partly because everyone has priority boarding, but still, there were at least a 15-20 people left to board.
