I've flown the SMF-SFO route a few times, both ways. It can definitely be delayed, even though it is only a less than half an hour flight, often you'll get there hours late. Not reliable at all. And it is a shuttle back and forth (when I took it, don't know about now) so delays stack up.

As others have noted, to be safe just arrive night prior.
