The rules have changed repeatedly in the last few years. Instead of 'about 18 months' between card applications with the exception of the 'two-browser trick,' Citi has moved to a strict 24-months after opening or closing a Personal AA card (same for business cards but a separate clock). In addition, Citi is now issuing cards even if you do not qualify for the bonus.

The workaround is with mailers that do not contain the 24-month language. Although they are all single-use now, they allow a different individual to apply for and receive a card with a bonus attached.
