I think it's just one of the many glitches in derelict WM coding/ancient cobbled-together systems. Fwiw, I read a blog from a year ago where someone said to change the pin on gcs.com MC and it would work. Sure enough, I changed pins and cards worked (I first swiped a non-pin-changed MC as a test and it failed). Don't have a clue why changing a pin would make a difference, but once I did, stopped getting 'Debit Not Available" errors.
