A taxi will be around NT$1300 and takes closer to one hour. Uber is around NT$1000 and same travel time.
Car travel time is heavily traffic dependent. During rush hour, sure it can take an hour (or more) - but outside of rush hour, it will be much faster. I once made it from Zhongshan area to TPE in under 30 mins on a Saturday morning.
