The last time I asked for a GGU to be reissued (about 2 weeks ago), the first phone rep reminded me that official policy is only to reissue GGUs that haven't yet expired -- that's fine, I said, this was a 12/2019 GGU. I was then transferred to the Customer Care department, where the rep told me that they aren't ever supposed to be reissue GGUs, but they would make a one-time exception for me.

So agreed with the OP, I'm not sure what AS' official policy is here.
