Visa on arrival costs USD 50 and takes about 5 minutes (apart from queuing). Do not be bothered with the e-Visa offered, in my recent experience they first attend to all VoA passengers before they start serving the e-Visa queue.
Do not forget you need a yellow fever card. they get checked by Port Health before you proceed to the immigration desks.
I have a feeling, although can't substantiate it, that there would be a transit channel and that staff (the airline's handling agent) would take care of your luggage. I'm trying to verify with friends in Uganda.
