I think that I mentioned this here before, immigration and PSB share information. There are many reports of people being refused the TWOW for this reason. Not Air China's fault that he broke the law and was denied.
Once again, having to register is the law and clearly stated in the back of the arrival card. If he was a frequent traveler to China, he certainly cannot plead ignorance.
