No, the kiosks you're talking about are separate machines. [Almost] every 7-11 has a China Trust ATM in it. Family Marts and HiLifes have contracts with different banks (can't recall which). Sometimes they're tucked away in the back, but they're there. Banks, supermarkets, malls, post offices, even at the front gates of many schools, they all have ATMs. Sorry, I'm not trying to be snarky, but to say that ATMs are hard to find in Taiwan is kind of ridiculous.
