No issues on arrival in PVG (no help from Cathay either).
Seems the agent got confused that Hong Kong is a separate region to China for the purposes of TWOV

So no one from CX met you on arrival in PVG? Seems hit and miss. They don't actually assist, but they walk you to the right counter.
