Yes.
As of now, you can still credit miles to Delta from China Southern. Award tickets are still honored even after January 1. Nothing has changed as of yet.
I understand that they are continuing to "work together" with SkyTeam, but since they are no longer part of SkyTeam, they can file whatever fares they please without consulting the alliance.
As far as benefits are concerned, I haven't heard anything stating that tickets purchased this year will earn miles in SkyTeam ffps (just that 2018 tickets for 2019 travel will).
