One of the clearly listed terms and conditions from that page is "Offer valid only for legal residents of the United States and Canada" so you're not technically eligible if you're not a legal resident of the US or Canada. You could try using the address of a friend or family member in the US, if you have one, but do so at the risk of losing existing Alaska miles, and ongoing participation in the program.
