I guess. But it could be a secondary check to make sure the passenger is in fact compliant with TWOV, especially if the passenger was being vague or misleading. (For example it might have picked up the passenger was going to Beijing and not staying in Shanghai). If you are a genuine passenger in transit, providing a hotel (or stating you have other accommodation) in your arrival city would not be a problem and would take 10 secoonds to show.
