Whereas at PVG my experience was only a single combined 24/144 line with about 3 officers and a supervisor. Blue forms were off to the side, and clear directions to have forward bookings ready (at least half the queue failed this step, and one didn't know conditions of 144hr visa after stating he was going to take train to Beijing).
Took about 90minutes to get processed arriving around 8pm on a delayed QF129

Wow Sounds like Qantas may have a big fine coming. How can so many be allowed to fly without meeting TWOV requirements? Or were many of these on sub 24 hour but not allowed entry permit and stayed in the airport?
The way I read it people just didn't have forward bookings ready in hand and had to search for them while at the desk not that they didn't have them at all. Same way some poeple arrive at security and then start to look for liquids and electronics while holding up the que at the belt or not having ID ready at boarding despite several announcements.
I might have understood wrong of course
