From my limited experience when a person fails to meet TWOV requirements they are usually given the choice to 'make' their travel compliant. In the case of my friends this was full fare one-way walk-ups on a flight exPVG to the USA (rather than returning to HKG from where they came).
Very expensive lesson, but I guess considered better than being barred from China in future.
We don't know what the passenger told QF - maybe he produced a ticke out of PVG within the 144 hours but planned a side trip to Beijing? Airlines don't usually ask for proof of hotel at check-in.
The downside is that if QF gets burned, it's going to be harder for future QF passengers to claim TWOV in the sense check-in may become overly cautious. .
If they do, it's perfectly acceptable to tell them that this is none of their business.
