He’s the Foreign Secretary not a minor official, the US Secretary of State has a private jet. I’d expect our leading diplomat to fly first on official business.
I'd have some sympathy with this view on an official trip - though as he is going to be on fully flex due to possibly having to fly somewhere else on short notice, I think J would be better.
